Integrates the independently approved local implementation for issue #247.
Included commits preserve their original authorship and suppress repeated non-entitled OpenCode Go refreshes while clearing suppression when availability changes.
Local validation: targeted OpenCode Go tests, pnpm verify, and explicit build all passed.
