Integrates the independently approved local implementation for issue #257.
The original commit and authorship are preserved. The integration keeps the existing Usage Credits behavior and adds the optional Anthropic Fable weekly quota across provider and display surfaces.
Local validation: targeted Anthropic, documentation, and four-surface tests, pnpm verify, and explicit build all passed.
