This should be all we need. The only reason why this PR is a draft are the SNAPSHOT dependencies. Once those are released, this can be merged. |

Bumped to SmallRye OpenTelemetry 2.8.1. The remaining issue is the MicroProfile Fault Tolerance TCK. microprofile/microprofile-fault-tolerance#649 was merged yesterday, so hopefully 4.1.1 is released soon. |

This includes support for OpenTelemetry Metrics. For testing, this commit uses SmallRye OpenTelemetry.

Updated to use MP FT 4.1.1, which fixed the TCK issue. This is ready now. |
