Currently there's a complicated process of updating core contract version. The core use a hard coded contract version, because the chainlink-ton doesn't generate new artifact when there's no contract changes.
This PR is fixing it by having a helper function that returns the relatively up-to-date contract version compares to itself. So if we bump core to a certain version, we will have the compatible contract dependency that matches with the binding from the chainlink-ton version
