Bump openssl from 0.10.75 to 0.10.79 in tools/ci-build (#4659)

## Motivation and Context
Handles a series of bot PRs being adamant about updating `openssl` to
0.10.79

## Description
`openssl` is only a transitive dependency (pulled in by other crates
like `native-tls` or `hyper-tls`), so there's no version specifier to
update in any Cargo.toml — only the lock files needed updating.
