Implements the AMPERE-side Emission protocol foundation for AMPR-180: domain types, payloads, affordances, provenance, digest dedup helpers, Confidence parsing, and EmissionEvent bus registration/rendering support.
Adds concept cells and tests covering serialization, bus delivery, registry membership, digest determinism, and confidence parsing.
Closes #508.
