Add CI workflow that runs jvmTest on pull requests and pushes to main branches to ensure no regressions before merging.
The kotlinConfiguration task requires local.properties to exist. Create an empty file in CI to allow the build to proceed.
Only trigger on main branch.
The KotlinConfig generation requires API key properties to exist. Add placeholder values for anthropic, google, and openai keys.
