Update internal lang/spl dependency versions to 1.0.0-rc.5 and add required lib exports used by derive macros to keep task1 branch internally consistent.
- migration, account, account_loader: align with AccountView API - common: Resize::resize; interface_account: ToAccountInfo import - syn codegen: simplify generics branch (clippy -D warnings) - lib/system_program and client touch-ups as needed for task1 baseline
