Releases GERM 0.3.1. Addresses the new default-setup CodeQL findings by removing unsafe DOM HTML/URL handling, bounding note parsing, preventing raw backend exception disclosure, and enforcing managed upload roots. Updates Earworm/Akousma from v0.4.0 to v0.6.0, pins new output to AKOÚŌ v0.9, and aligns the public stack table.
