Release GERM 0.3.2 status privacy patch

Summary:

• keep low-level Cosmoaudition health failures in local logs
• return only a stable public error from the loopback status boundary
• add a regression test proving backend details cannot enter the response
• advance runtime, packaging, citation, macOS bundle, and lock metadata to 0.3.2

Validation:

• 180 tests passed
• Ruff passed
• dashboard smoke passed
• git diff --check

• resolves CodeQL alert 5, py/stack-trace-exposure
