Addresses issue report #388

All Basic Latin upper case alphabetic changes are complete as of eddbfa8. Ready for build + testing with our new build process that will be coming in the v4.000 release for anyone who is interested in helping us have a look at these changes. You shouldn't notice much. There are some subtle design modifications. Primarily just contour cleanup.
