Allow engineering/cargo techfabs and the material silo to accept wood boards, and add a small lathe hook so engineering/cargo explicitly accept Plasteel and Wood without disabling material whitelist checks globally. Move shared basic tools into a lathe recipe pack and add it to engi, cargo, med, service, sec and science techfabs.

Allow silos to accept cloth, durathread, solid plasma sheets, and wood via dedicated material tags. Add explicit runtime material whitelist entries for engineering and cargo techfabs so extra materials remain visible and usable without disabling material whitelist checks globally.
Simplify lathe material whitelist extension by grouping extra engineering and cargo materials into static arrays and selecting them by techfab prototype id.
