As of JWST ETC 5.1, the JWST ETC has a new background cache with data that has been corrected for the 1.2 micron bug (an overestimate of the background flux at wavelengths less than 1.2 microns).
This PR switches to the new cache, sl_cache_3.0. It does not fix the bug for the thermal flux that is not in the cache (per Issue #37) because the impact is negligible.
