8. The Death Star of Horizon 2020
We decomposed the giant component of the stable partnership graph into k-cores, using the property relationshipValue
as edge weight. This property encodes the sum of the EC contributions received by the organisation at the source of the edge across her relationship with the organisation at its target. We can think of it as the value of that particular partnership to the source organisation. Recall that in this graph the edge (A => B)
is not the same as the edge (B => A)
. In particular the value to A
of working with B
might be very different from the value of B
of working with A
: one partner might take a larger part of the budget than the other across one or more projects.
The "innermost" (maximal k
) k-core is composed of 22 highly central organisations. They are densely connected to each other (434 stable partnerships across the 22). We call it the Death Star. They are mostly high-profile universities and public research centres. No private company or public sector organisation is a part of it. Fraunhofer is the highest-connected organisation of all: it has 704 stable partners. The Centre National de la Rechèrche Scientifique attracts the most resources, ove 350 million Euro, and participates in the most projects, 496. Collectively, the 22 organisations in the Death Star secured 2.2 billion Euro of contribution under Horizon 2020, out of the 19.8 billion allocated so far (after taking out the approximately 400 million for the EURATOM project, which we excluded from the computation).
