Rewrites AGENTS.md to provide comprehensive contributor/agent guidance for this Terraform module (GCP Workload Identity Federation for GitHub Actions), covering repo context, local tooling workflow, style conventions, changelog/docs expectations, and command safety.
Changes:
- Expanded project overview/context and added setup instructions centered on Docker-based
maketargets. - Documented key conventions (examples, README tf-doc markers), TFLint rules, changelog/docs workflow, and Git workflow conventions.
- Added CI/CD summary and a “command safety” rubric for what agents can run autonomously vs. with approval.
