because we're using /bin/sh for alpine, and /bin/sh doesn't recognize it
and exclude that group from CI wherever possible, because I am so goddamn tired of rdoc, psych, or one of their dependencies breaking CI on one of the many platforms we test against. jfc.

Move dependencies related to style and documentation into a separate 'development' group in the Gemfile, and exclude that group from CI wherever possible.
Also remove libyaml-dev from the list of things we install on test containers, because hopefully we don't need it anymore.
