Python 3.9 has reached end of life, so switch to the latest release that is out of bugfix phase. This should address issue #124 Also, update all pip package versions to latest available versions.
Another usage of utcfromtimestamp, this time in the obstruction map script.
Also, one of the commands in the Docker section was wrong, so correct that and make it a more useful example.
