Support Livewire 4 and Laravel 13

Summary

• Add support for Livewire 4 (^4.0) and Laravel 13 (^13.0) in composer.json
• Update illuminate/support, illuminate/broadcasting, and illuminate/cache to allow ^13.0
• Update orchestra/testbench to allow ^11.0
• Expand CI matrix with PHP 8.4/8.5, Laravel 13, and Livewire 4
• Add appropriate CI exclusions for incompatible combinations (LW2/LW3 with L13, LW4 with L10/L11, L13 with PHP 8.2)
