📝 Describe the Change

This PR creates new partials for use in creating user-data and .arg files. It also updates the steps to be more consistent between the pages and to copy the template files rather than use EOF file creation.

This does not address Earthly as its status is unknown at this point, and does not make any changes to the Verify workflow as the existing document is pretty complete.
