refactor: moderation overhaul

• Unify moderation label evaluation, presentation, appeals, and localization.
• Propagate labeler preferences and moderation headers across ATProto repositories and feeds.
• Apply moderation parity to profiles, posts, stories, messages, search, notifications, sounds, and suggested feeds.
• Update shared UI components, templates, routing, and localized strings for consistent moderated-content handling.
