Summary
Building the vagrant boxes in CI gives us better assurances that the boxes will work once deployed.
Or, in other words: CI good.
This currently requires the macOS runners, as they have virtualization enabled. However, it's pinned to macOS 13, which uses amd64, so could stop working in future.
