Fixes #82

Note: This PR currently rolls us back to Python 3.9, which is both very old and EoL. I suggest not merging this until we're sure we can update to Bookworm, which ships 3.11.

They're now installed as `root`
This should make the images much smaller
We probably don't need it, since all the packages we install are wheels
This avoids the need to compile it from source

The build currently fails because the installation of either hostapd or udiskie pulls in some Python dependencies we also install, which causes conflicts.

I think the solution will be to install in a virtual environment, and prepend that directory to the $PATH.
