Update list of languages and codes

Update list of languages and codes to be as of 4 Dec 2025. I removed the SPECIAL_CASES handling as the ee code is now used for Ewe.

Maintainers: what are the backward-compatibility policies around changes of this sort?

• For all of the codes that this PR removes (which, I tested, are no longer working in Google Translate), should we instead add them to SPECIAL_CASES as aliases of the new codes?
  • For that matter, what is the appropriate thing to do about the ee -> et redirect, given that ee is the code for Ewe, which is now a supported language?
• When the name changes, do we want to still support the old name? It seems this was not done in commit 066eff6, so I haven't done it in this commit either.
