This is needed as Ceph images fro Ubuntu Noble comes from
Ubuntu repository not Ceph upstream

It's not from UCA, it's from Ubuntu repos (https://packages.ubuntu.com/noble-updates/cephadm) - but it's not always going to be like this.
I would rather rework cephadm_custom_repos variable default to be true on Ubuntu Noble.

This is needed as Ceph images fro Ubuntu Noble comes from
Ubuntu repository not Ceph upstream
