This patch lifts the legacy restriction that prevented building packages in asps/ on 64-bit systems (except on x86_darwin). Modern environments no longer require this workaround.

With these changes, one should be able to build the
SL16j_embed(pre-git) release using the Spack-based environment available on the SDCC interactive nodes.Resolves #749
