PR #142 merged as 9a3e185 after independent review and green CI.

It accepts only the corrected stellar-dev skill pin. Scout remains OpenAPI 1.9.1 with its accepted skill pin.

The refreshed Scout 1.9.48 contract still omits issued-single-holder from the RWA request and response enums. A fresh GET /api/rwa?state=issued-single-holder&limit=1 returned that state and 34 matching assets. Finding sls-082 retains the defect evidence.

The combined Scout candidate remains rejected. The isolated skill update preserves all routing thresholds and accepted totals, with zero per-case grade losses.

Production still serves the previous skill pin. Deployment requires separate owner approval. This issue remains open for the unresolved Scout drift.

Scout 1.9.49 fixes the upstream enum defects. Raven independently verified both RWA state enums and package-release.

The full catalog update remains rejected for Raven routing behavior, not for an unresolved upstream enum.
It introduces 61 RWA top-five captures, including unrelated issuer setup, balances, RPC, WASM, and simulation questions.
Legacy top-1/3/5 changes from 213/279/312 to 211/277/311.
Extended top-1/3/5 changes from 90/110/116 to 88/109/114.
The current-protocol diagnostic gains another forbidden capture.

Raven keeps Scout 1.9.1. No gate threshold or frozen label changed.

The Scout 1.9.52 schema review is complete. The remaining release decision concerns Raven routing.

The candidate keeps GET /api/rwa excluded. The experimental RWA-inclusive catalog still routes these technical questions to the registry:

• Simulating a tokenized-bond transfer through Stellar RPC.
• Reading a wallet balance for tokenized treasury assets.
• Checking protocol support for issuer fees, supply caps, and holder freezing.

These are Raven routing failures. The source schemas match the reviewed upstream handler. No new upstream schema issue is warranted by this evidence.

The existing “Preserve structured routing intent across extraction caps and gate tiers” item in .agents/TODO.md owns this work. The extra controls remain separate from the original eleven acceptance checks. They must stay visible during any later exposure decision.

The owner requires no live performance degradation. Production remains on Scout 1.9.1, with RWA unexposed. Existing-operation routing, runtime cost, and final release checks remain under review. This issue stays open.

Resolved the live drift through PR #168 and production verification.

• Merged commit: 022970d5995e74487f69f8f985961eb5da48a978.
• Cloudflare version: f3e66eed-1302-4e41-b189-2332444f1efa.
• Deployment: 50ad2d8e-477c-4651-b696-fdce313ca69e, with 100% traffic.
• Accepted Scout 1.9.52, 651 Docs titles, and Light pin 3b587aa9f23d21fc572f6e93cb6d11031dbc24e6.
• The catalog retains 282 entries and 30 Scout operations. RWA remains excluded.

The authenticated live catalog matches the reviewed IDs, descriptions, and schemas.
All 17 live search checks match the reviewed result hashes.
The pinned Scout body and all three companion files match local verified reads.
Health and Playground return 200. Unauthenticated MCP returns 401.
The stored skill canary remains healthy, but its timestamp predates this deployment.
The direct pinned-file checks above verify the changed content after deployment.

Typecheck, build, 2,152 unit tests, 94 smoke tests, routing, self-test, pins, and secret checks passed.
All four CI checks passed on edb1421ccd3f41bb9de4736473a2c3e34c189f7d before merge.
Independent source, code, routing, metadata, and timing reviews accepted the change.
Both local timing runs improved all 13 query medians against the accepted source.
These measurements do not claim production network or model latency gains.

This closure accepts the existing 30-operation surface. It does not accept RWA exposure.
Issue #167 owns the three RWA routing failures and the later exposure decision.
Those are Raven findings. No upstream schema defect was established.
Protocol-history contracts remain source-expired, with no paid evaluation or contract repinning.
