MGMT-22418: upgrade assisted-service postgresql from 12 to 13

This PR updates the backplane-operator to reference postgresql-13 instead of postgresql-12 for the assisted-service component.

This PR references postgresql_13 but I noticed the current MCE CSV only has OPERAND_IMAGE_POSTGRESQL_12 defined.

Does the backplane-pipeline need to be updated to add the new postgresql_13 image mapping pointing to registry.redhat.io/rhel9/postgresql-13?

If so, how can I add it?
