chore(deps): upgrade dependencies

Motivation and Context & Description

Update all dependencies including npm audit fixes. It's considering some of the automatically created PRs by dependabot including additional minor adoption due to version incompatibilities with the existing code (e.g. jest/tsup with type-checks/tsc)

How Has This Been Tested?

• tests have been executed successfully
• build was done successfully
• sample api was linted using the build ruleset successfully
