Third Coast TCT 18.2.0

This release updates tct for CTRE Phoenix and implements a new command-line
user interface.

Note: This pre-release version is built against the 2018 post-season
version 5.7.1.0 CTRE TalonSRX libraries and depends on the native CTRE
libraries being installed on the roboRIO. The easiest way to do that is to
deploy robot code that uses 5.7.1.0. This release will be synced up with the
2019 official libraries once they become available.
