Disable Horizontal scrolling when switch to beginner mode

Resolves #4360

Now if we enable horizontal scrolling in advance mode and switch to beginner mode, Horizontal scrolling get disabled.

@walterbender why we are not having horizontal scrolling in beginner mode can you describe the reason behind this..

Our beginner users would often get lost. The home button helps. But eliminating horizontal scrolling helped.

That said, I don't know that turning horizontal scrolling off when switching back to beginner mode is really necessary.

Not sure I understand what you are suggesting, but I don't think it is really a bug and I don't think we should merge this change.
