fix(#4500): Prevent caching for android_chrome_manifest.json
- Added cache-control headers in .htaccess to disable caching for android_chrome_manifest.json.
- This ensures that the latest version of the manifest is always served and resolves issues with the cached version blocking the Google Play submission.
