Resolves #1500.
Icons for Signal Messenger (both filled and outline variants) are in this PR. SVG paths are based on the ones from Signal's brand guidelines with some additional considerations for Tabler's default 2px stroke.
I couldn't find a contributing guide, so I did the best I could in figuring out what metadata is supposed to be added to net-new icons.
