Display new user message on startup. It stops being shown on startup if the user ever uses the
message dismisscommand. This offers buttons for opening useful resources and shows spoken forms for corresponding commands.It currently provides commands/buttons for opening: the Talon wiki, the Talon slack, and the Talon practice webpages.
