Set tabIndex to -1 to fix tabbing between form fields

the button should be part of the tabIndex as it is an interactive item. If we remove this form the tab lists, then we will have to use the mouse for changing the country. |

This removes buttons from being part of the tab index flow.
Fixes an issue where users want to tab between the form fields, tabbing into a button doesn't make sense.
