  1. Remove old operator.py file
  2. Add docstrings
  3. Add documentation dependencies to pyproject.toml
  4. Add empty READMEs and classes in operators.
  5. Move examples to docs directory.

@aatmanvaidya we have to modify feluda unit tests to reflect the operator.py changes
