Add documentation setup

TODO:

1. add a Github Actions workflow to build automatically. Ideally, this will push the build docs to gh-pages branch, and then we can configure a Github Pages website.
2. remove unnecessary libraries from mock_imports in conf.py. (This won't affect us in any matter, but better to have it clean)
