As per ggml-org/whisper.cpp#2719 (comment) building on Linux & ARM64 (M1 in my case) is failing with something to the effect of:

This PR fixes the build with the flags included in the above linked workaround. Perhaps there is a less of a blanket rule to apply this, or a better way to fix it?

I don't really like how this is implemented so widely but as you state I doubt there's a better way of doing this. CI seems to have broken, I can't run the jobs. You might need to commit something new (maybe cargo fmt if you haven't already?) to allow it to run.
