Update tl_zephyr documentation and dependency pins for the tl_v1.4.1 release. - Bump `TELINK_VERSION` to 1.4.1 - Update release notes (`doc/telink/releases/release-notes.md`): version references, a new "Changes in tl_v1.4.1" section, dependency table, and TL521X resource usage (rebuilt locally) - Add new TL521X build targets (`blinky_pwm`, `openthread/coprocessor`, `tests/drivers/hwinfo/api`, `tests/drivers/flash/common`, `bootloader/mcuboot`) to `build_and_update_notes.py` - Update getting_started badge to `tl_v1.4.1-v4.1.0` - Bump `telink_ble_sdk` revision to `aff054a7` in `west.yml` Signed-off-by: Damien Ji <yinghao.ji@telink-semi.com> (cherry picked from commit 3e34d1a)
