Fix DLA Pcc issue in dla169 and dla102

Problem description

There is a pcc drop in the DLA model variants which is caused due to the improper loading of the pre-trained weights

What's changed

The loader.py of the DLA is updated to have the proper pre-trained weights to be loaded.
