You can run it by java -jar FILENAME in the command line. Prerequisitees: you must have Java 11 installed. You can download a binary here if you're on Windows. Simply select jdk-11.0.2_windows-x64_bin.exe, install it, then open the command prompt by pressing Win + R, then typing cmd, then Enter.
