Replace some logging with Prometheus metrics allowing service discovery activity to be monitored. Metrics will be available at /metrics on HTTP port 9999. `prometheus_ecs_sd_discovery_duration_seconds`: How long the most recent service discovery process took. `prometheus_ecs_sd_discovery_total`: How many discoveries have been performed since the application started. `prometheus_ecs_sd_discovery_failure_total`: How many discoveries have failed since the application started. `prometheus_ecs_sd_discovery_target_total`: How many targets have been discovered since the application started.
