feat: set eks cluster to not be accessible from the public internet

Note

Disables public access to the EKS API endpoint for the staging cluster.

• Terraform (stg EKS):
  • Set cluster_endpoint_public_access = false in stacks/terraform/envs/stg/eks/main.tf and stacks/terraform/envs/stg/eks/main.tf.tmgen to disable public EKS API access.
