Prepares v0.0.7 by updating CHANGELOG, bumping version, adding pnpm to .tool-versions, and refreshing dev dependencies/lockfile.

• Release prep
  • Bump package.json version to 0.0.7.
  • Update CHANGELOG.md with 0.0.7 entry (notes activation fix) and comparison links.
• Tooling
  • Add pnpm 10.22.0 to .tool-versions.
• Dependencies
  • Update dev dependencies (eslint, typescript-eslint, node types, vsce, glob, mocha, etc.).
