Next to upgrading to Docusaurus 3.10 this sets:
Cooldown for Dependabot / Min-Release-Age for NPM (considering this as best-practice against supply-chain attacks and recommended by Docusaurus).
Enables Docusaurus Faster (already enabled for new sites in 3.10, default in 4)
Enable Site Storage (recommended)
Override dependency for webpackbar to
