[codex] Update VRE README

What changed

• Rewrote the VRE README as a complete bilingual GitHub-facing manual, with English first and Italian second.
• Added a clear introduction for new readers, a friendly usage path, command reference, architecture overview, safety model, technical details, and current Wave 5 / Phase 9 status.
• Aligned the described surface with the wiki and current Phase 9 implementation, including objectives, bounded research loop support, sanctioned analysis runs, scheduler support, memory sync, orchestrator flows, R2 verdict binding, and audit evidence expectations.

Why

GitHub visitors need to understand what VRE is before reading operational or technical details. The previous README had useful material, but it no longer reflected the full Wave 5 / Phase 9 evidence-side state and was harder to use as a first-contact manual.

Notes

The operator gate flip for wave-5-implementation-allowed.status -> completed is intentionally left as a separate action.
