The migration from Heroku to AWS isn't complete, so we removed the resources from AWS while we don't have the capacity to complete it.
Why this change is being made: - We want to make Pair-Matchmaker compatible with the heroku-22 platform as the heroku-20 one is EOL April 30 2025 (read: tomorrow) What were the changes made to support this: - Ruby upgrade! - Rails minor version bump

Why this change is being made: - We want to splat our keyword args where they are required not in the arguements part of the method call
Why this change is being made: - This is a supported version everywhere
