feat(sync-branch.yaml): Add workflow item to follow the changes in develop branch

Erga branch has its own feature and will/can not be applied the develpment branch.
Since the develop branch gets the frequent changes, the changes also need to be applied to erga branch.
The workflow item to be applied so that this can be automated.
