Share DMA enabling logic among drivers

Title says it. Lots of shared logic that was not that simple has now been concentrated in one place.

Nice stuff. Would you like to use https://github.com/tdunning/go-wspr/blob/main/src/pico/setup.go as an example for a (slightly) elaborate chain of DMAs? I don't think it would take much editing on my part to get it to the new unified API.
