Similar to `RuntimeIntervals` struct introduced in tokio-rs#26 , this PR concretize the `Interator<Item = TaskMetrics>` trait returned by `TaskMonitor::intervals`

From similar motivation in #26 , this PR introduces
TaskIntervalsas a concrete type.FYI, my use case for the struct is implementing integration of TaskMonitor with metrics-rs (#71)
