Remove all backward compatibility code in API+CLI+SDK

As discussed with @dadmobile earlier, this removes all the code we have in our codebase for backward compatiblity

• Covers command->run backward compat code
• Covers older trackio paths code
• lab-sdk/src/lab/task_template.py get_by_id: removed the legacy lookup at the pre-migration workspace/task/ location. Tasks not under experiments//tasks/ will no longer resolve.
